I.   BRIEF HISTORY OF THE BATTALIONThe Second Battalion Mizoram Armed Police (2nd Bn. MAP) was initially raised with a strength of two Companies vide the order of GOM L/No. A-12125/1/82-Hmp, dtd 23.12.1982. It was functioned and attached under the 1st Bn. MAP for the first four years. Vide the order of GOM letter No. A-12028/1/82-HMP, dtd 9.10.1987, a full fledged strength of the Battalion was sanctioned where Luangmual, Lunglei was selected as its Batallion Headquarters. On the 27.4.1988, the office was shifted from Aizawl to Lunglei and the then office building of SDPO Lunglei located at Chanmary, Lunglei was utilized as the office of the Commandant. Finally on the 6.3.1989 the office was again shifted to the present location of the Battalion Headquarters, Luangmual and has been functioning here till today.


II.   THE LAND: A total area of land measuring 139 Acres was first allocated at Luangmual, Lunglei under the Village Council jurisdiction of Lunglawn village in the name of IGP (M) vide Pass No No. DPL – 16 of 1975 when the same location was still occupied by the 56th Bn. CRPF. The same land pass was later re-issued vide Pass No. 83 of 1977 with an area of 150 acres. This was ultimately converted into DPL No 7 D of 1999 issued in the name of Secretary, Home Department, Government of Mizoram. The same location has been utilized as the 2nd Battalion Headquarters till today.


III.   BUILDINGS: Different types of buildings like Type-I, Type-II, Type III, Type-IV, Barracks and others totaling 137 numbers are present inside the Complex. Most buildings were constructed way back in the year 1989 while a few are constructed a little later. Due to old age and hostile environment of the location the Assam Type buildings of most Quarters inclusive of Offices are in bad shape requiring constant repairs at regular interval of times.

       A new Administrative Building for the main Office and Branches are coming up and is expected to be ready very shortly with an estimate expenditure of Rs. 122.37 lakhs. Construction of this RCC buildings was approved by the Govt. of Mizoram vide No. 28014/98/2007-2008/SPB, dtd. 20.8.2007. The target date for completion as per the work calendar was October 2008. As on today, a few final touch of the work are left to be done.


IV.   BATTALION WEEKLY PROGRAMME:  Inspection Parade of the Battalion  is held every Monday and adjutant parade every Friday at 6:00 Am.Inspection and Drill Practice for Ministerial Staffs are also conducted occasionally at regular intervals of time separately during office hour.

The staff of the Battalion are deployed to various places like Battalion Headquarters, Link Office, Aizawl, Lunglei District, Saiha District, Lawngtlai District and Serchhip District as re-enforced staff of Police Stations and Police out Post, Static Guards at Treasury and Banks.


VI.   COMMANDANT OFFICE AND PERSONAL BRANCH: There are 2 (two) permanent staffs posted to this Branch for assistance of the Commandant. Sub-Inspector Stenographer as Personal Assistant to Commandant and one literate Constable as Confidential Assistant to deal the confidential documents and others. All correspondences and other documents are taken care of by the two. There are also 2 (two) other Gazetted Officers posted to the Battalion as Dy. Commandant, Asst. Commandant(Adjutant) with separate responsibilities.



1). GENERAL AND ACCOUNT BRANCH, COMPUTER CELL AND RECORD BRANCH: 12 Staff headed by an Inspector (M) are posted to General and Account Branch. One ASI(M),one Havildar and two constables are looking after Computer Cell. 13 Staff headed by an Inspector are posted to Record Branch.

2). MOTOR TRANSPORT BRANCH: 2 SI, 10 Driver/Grade-I, 3 Driver/Grade-II, 2 Driver/Grade-III, 10 Handyman, 5 Constables are posted to the Branch. Vehicle Holding : Light Vehicle (11 Nos), M/Cycle (4 Nos), Medium (12 Nos), Heavy Vehicle (4 Nos)  Total  -  31 Nos  .

3). QUARTER MASTER BRANCH:  This Branch is headed by one Group”A” Gazetted Officer as Quarter Master. Under this Branch there are different smaller functionary  units where different staffs are posted to look after diverse nature of works. The different units under this Branch are :-

a) Quarter master Main Office Staffs :- Inspector-1, SI-1, Hav-2, Constables-6 are posted as the Office Main Staffs.

b) Clothing Unit  :-  This Unit looks after clothing of the Battalion. One Sub-Inspector and five Constables are entrusted to take care of this Unit. The Staffs are responsible for looking after the uniform items, its issue and making records of all transactions.

c) Unit Tailor :- There are 6(six) tailors as 2- Havilders, 1-Constable and 3-IVth Grades, They also look after the Unit Family Welfare Centre. The function of the Unit Tailor with that of the Family Welfare Centre can not be separated. The Family Welfare Centre was established in the year 1991. The tailors are given the task of stitching police uniforms at a rate fixed by the Police Headquarters as and when supply of uniforms clothing are available. The stitching charge of 20% per uniforms is taken by the Unit Family Welfare Centre for the Unit Fund and the money so accumulated out of this 20% of stitching charge is utilized for development of the Welfare Centre.

d) Unit Painter : One Havilder and one Constable are posted as unit painters.

e) Unit Black Smith :- Two Constables and one IV Grade are posted here.

f) Unit Electrician : One Havilder, one Naik and five Constable are posted to take care of the electrical system of the Battalion.

g) Unit Cobler : 2 (Two) IV Grades are posted.

h) Unit Dhobi : 4 (Four) IV Grades are posted.

i) Unit Barber : 6 (Six) IVth Grades are posted as the barber of the Unit.

 j) Battalion Water Duty  : They take care of the distribution of water to offices and family lines. 3(three) Havilders and 3 (three) Constables are put incharge.

k) Telephone Exchange  : 1 (one) Havilder, 1 (one) Naik and 6 (six) Constables are posted in the Unit Telephone Exchange. The EPABX exchange was established since 18.6.1996 and the Intercom machine was received vide PHQ order No. D-21013/48/95/DGP/107, dtd. 16.8.1996 with a battery of 24 volts. As of today, 26 lines connecting all Branches and G.Os’ are in use through this exchange. A Public Call Office is also functioning alongside this telephone exchange since 15.3.2002. The PCO No. 0372-2325009/0372-2322631 are used as the base line. The call rates are the same with that of other PCO. In addition to this, land line PCO and Airtel PCO with the base no. 9862683384 is also in used. Technical training for the staff posted to this exchange are also taken care of. Staff are sent to LH.Thanga Enterprise, Aizawl for technical training for a minimum period of 3 (three) months course.

l) Unit Carpentry, Saw Mill etc:-  An Inspector is kept as the incharge of the Unit Carpentry, Saw Mill, construction works and masonry. Under this officer, 4 (four) Havilders, 14 (fourteen) Constables and 8 (eight) IVth Grades are posted. The Staffs posted looks after the Battalion buildings and other repairs etc

m) Unit Ration Store, Dairy, Gas, Poultry and Piggery :  A Sub-Inspector is posted as incharge of all these under whom 6 (six) Havilders, 1 (one) Naik 22 (twenty two) Constables and 3(three) IVth Grades are posted. 

Rice and Sugar are drawn direct from the Supply Godown in bulk after preparing necessary D.O (challan) from the office of DCSO which are further distributed to the jawans and families from the Ration Store as per the scale by using family Ration Card. All the families of the Battalion and the Jawans are having Ration Cards as per the terms and conditions set by the Department of Food Civil Supplies and Consumer Affairs, Govt. of Mizoram.There once was a problem in this regard which was ultimately settled after official negotiation with the Department concerned was initiated. 

Since May 1993, Unit Dairy Firm started to function with 5 (five) cows taken from Meghalaya. As on today the Unit Dairy Firm is looking after 24 nos. of cattle of different sexes. The yield from these are distributed to families at the much lower rate per litre as a measure for family welfare.

The battalion is also having a separate Gas Store. Gas cylinders are drawn from Southern Gas Agency, Lunglei in bulk which are distributed to families of the battalion.

The battalion is also having Piggery Firm. The scale can not be made larger at this stage due to the difficulties of getting fodder/food for the pigs.

n) Unit Tea CanteenThe battalion is also having Wet Canteens at 2 places where Tea and other snacks are sold to the battalion personnel and other customers and one Sub-Inspector headed the 2 Wet Canteens.

         In addition to the above, a Dry Canteen run by outsider as per the terms and conditions set by the Government is also available inside the Battalion Complex.


VII.    ARMS COTE:  The ArmS Kote of the Battalion was established since the establishment of this Battalion in the year 1987. At present, 1 SI, 2 Havildar, 4 Constables are posted.


VIII.   PIPE BAND PLATOON:  The 2nd Bn. MAP Pipe Band Platoon was established in the year 2002 vide Letter No. 2BN/R-43/2002/311, dtd. 7.2.2002. It is the first of this kind in the Southern part of Mizoram. The Band has been benefited by numbers of  Schools and other Police Battalion of Mizoram as they are instrumental in forming their own Pipe Band by imparting training on them.

           Brand new Uniform dresses for the Battalion Pipe Band was also recently procured with an expenditure of about 1.2 lakhs arranged and managed from Battalion own generated Fund.


IX.   TRAINING BRANCH: Training Branch of a Battalion was set up as per the Provision under Rule 332 (7) and Rule 299 of MPM, 2005 wherein, 1(one) Sub-Inspector, 2(two) Havilders,1(one) Naik and 6 (six) Constables are posted to look after the Branch.

         The Training Branch had given Training to the following Basic Training of Recruit Constables and Other Courses :-

1.  59th Batch Recruit Constables w.e.f 14.6.2007 to 30.4.2008 and 96 R/Cs passed out.

2.  62nd Batch Recruit Constables w.e.f 15.10.2008 to 12.10.2009 and 120 R/Cs passed out. 

3.  Rapid Action Force w.e.f 6.1.2010 to 4.2.2010 and 48 nos. of 2MAP personnel completed the Training.

          In addition to the above, In- House Refresher Course in Batches is also going on since the start viz 10/2/2010. The Course adopted for this particular training is as per the syllabus followed by the PTC Thenzawl in a condensed manner. Indoor Subjects for the same are not taken up.

With the receipt of 103 Nos. of Insas Rifle from PHQ, Training on its handling, operation etc. has been conducted at the Bn. Since 3.8.2010 in batches and it shall be continued until all the staffs are covered. Training on Guard mounting Drill has also been started for all rank files of the battalion since two months back which will be continued until all staff of executive are covered.


X.    POLICE HOSPITAL:  The 2nd Bn. MAP Hospital is of 10 (ten) bedded capacity which was established some time in the year 1989. The Hospital provided health care to police personnel and their families including residents of nearby villages.


XI.  MPRO: There is Wireless Sub-Station inside the Battalion Complex which was established since 27.3.1989. 3(three) HC Operators are presently posted while 1 (one) Constable from the Battalion is locally attached to the Station to help the staff of MPRO.

          The stationery requirements of the Sub-Station are provided by the battalion since July 2009.


XII.   UNIT REGIMENTAL POLICE: This Unit has Regimental Police uninterruptedly. They are constantly watching and keeping vigilance over the Family Lines, Barracks and Govt. Buildings inside Battalion Headquarters Complex.


XIII.  OTHER FEATURES OF THE BATTALION: In addition to various features pointed above other features of the Battalion on some other fields may be summarized below :-

1. Disaster Response Force: Following the decision of the Government, a company strength called Disaster Response Force had been formed at the Battalion headed by one Sub-Inspector and one G.O as supervisor. In connection to this, 2(two) days training was organized at the Bn. Hqrs 27.8.2009 and 28.8.2009 wherein Dr. Lalrokima Chenkual, Associate Professor of ATI was the resource person. Practical training on the subject was also successfully completed by the Platoon at CTI, Sesawng conducted by the National Disaster Response Force (NDRF) Guwahati during 24.5.2010 to 19.6.2010. Exercises are also occasionally conducted inside the Battalion and outside and it shall be continued regularly.

2. Rapid Action Force: Another Platoon strength of Rapid Action Force have also been formed as per the decision of the Police Headquarters. The Force have successfully completed short course on Commando Training at PTC Lungverh. They are to be utilized as operational matters that include serious incidences of crime that can invite breach of law and order.

3. Water Reservoirs:- In order to help solve the acute water problems, the Battalion have constructed water reservoirs on self help basis and funding from DRDA, Lunglei  as follows :-

a) A Dug Up Well / Water Reservoir to store water for supply to the families and offices of the Battalion was constructed at Zobawk with an area of 38ft x 17ft x 17ft by acquiring a Forest Land. The land had been officially sliced out by the Forest Department to the Battalion vide L/No. B-22013/35/2007-FC/PCCF/14, dtd. 30.3.2010. The water stored to this reservoir is fetched by the Unit vehicles for further distribution to the families etc.

b) With an expenditure of Rs. 2,68,369/- another Sunken Pond/Water Reservoir for harvesting rain water had also been constructed and completed with an area of 20ft x 20ft x 12ft inside the Battalion Complex. This reservoir can store more than one lakh litre of rain water and the work started from November 2009 and completed on July 2010.

c) With the funding of DRDA under MG NREGS (Material components) another water reservoir for harvesting rain water had also been constructed inside the Battalion Complex.

4.  Family Welfare Centre: As mentioned before, there is a Family Welfare Centre inside the Battalion which was established in the year 1991. Commandant of the Battalion is the Chairman and Officers of the Battalion as Office Bearers. The member includes not only staff of the Battalion but also persons who are trained from the Centre from various trade like tailoring etc. The tailors are given a task of stitching police uniforms at a rate fixed by the Police Headquarters whenever supply of uniform clothings are received from Police Headquarters. 20 percent of the stitching charges per uniform is taken by the Family Welfare Centre for the Unit Fund while 20 percent of the stitching charges so accumulated are utilized for development of the Centre.

5. RTI Act: Commandant of the Battalion is the SPIO.. The Dy.Commandant is the SAPIO. To assist SPIO and the SAPIO , all Branch Head of the Unit are appointed as ‘Dealing Officer’ to take care of matters relating to RTI Act.  The DIG (NR) Aizawl is the DAA/First Appelate Authority for the office of the 2nd Bn. MAP.

6. Education for children of the staff :- There is 1(one) each of Government Primary and Middle School inside Battalion Headquarters Luangmual. An English Medium School has been established from the academic session of 2007 with the contributions of all employees under 2nd Bn. MAP with a hope to bring quality education to Police Children as well as children of nearby localities. The school has classes from KG-I to class-VIII and is temporarily accommodated in one of the Police Buildings inside the Bn. Complex.

7. Vehicles for Highway Accident:- There are vehicles available with this Unit which can be hired on payment of existing hiring charges by anyone who met (road) accident along National Highway for the purpose of lifting vehicles and for transporting injured persons as the case may be. 

       (a)     Crane (Recovery Vehicle)        -        1 No.

       (b)     Ambulance                              -        1 No.

These vehicles were received from Ministry of Road Transport and Highways with terms and condition of NHARSS (National Highway Accident Relief Service Scheme) through PHQ. The conditions and terms instructed that the fund so accumulated out of the hiring charges of the two types of vehicles can be utilized by the State Government for promoting road safety activities in a State.

8.  Parade Ground cum Play Ground:- The Battalion is having a good  Play Ground cum Parade Ground inside the Complex. All activities of the Battalion including sports etc. are held here.

9.  Sports and other Recreational features:- The Battalion is having one Indoor Stadium cum Drill Shed wherein Indoor games like Badminton etc. are played regularly. The Battalion is also having teams on various games and sport discipline like Volley Ball, Boxing, Football, Athletics, Tug of War and other Indoor Games. The Battalion sport is also held regularly where maximum numbers of staffs and their families are participating.
     A good numbers of trophies and other prizes have been won by the sport personnel of the Battalion in various sports discipline inside Mizoram and outside.

10.   Church and Mandir :- To take care of the religious needs of the staffs and their families a separate Church called the ‘2nd Bn. MAP Church’ is established within no distinction of church denomination. There are  434 (four hundred thirty four)  members and above 120 (one hundred twenty) children as on today.  There is also a Mandir inside the Complex where the Hindus do their puja without  disturbance.

5)    NEW T.T Board :- From the Local source of the Battalion T.T Board was purchased which is kept inside the recreation hall by the side of the Badminton court.
