THIRD BATTALION MIZORAM ARMED POLICE (3MAP)



INTRODUCTION :

Name of the Unit                                    :   3rd Battalion Mizoram Armed Police.

Date of Establishment                          :   9th November, 1992.

Location of Battalion Headquarters  :   Mualpui, Aizawl, Mizoram.

ORGANISATION :

The ‘4 Coy cell’ which was created vide Government of Mizoram orders No. A.12028/2/88-HMP Dated 9.1.1991 and No.A.12028/2/88-HMP Dated 21/1/1991 was the forerunner of the 3rd Battalion MAP. It had a modest beginning. With one Assistant Commandant and a small body of staff it started its office with effect from 2.8.1991 at 1st Bn MAP Complex, Armed Veng, Aizawl. It was working directly under AIG-II. In the first week of December, 1991 its office was shifted to Police Headquarters, Aizawl. The Home Department order No. 12023/4/92-HMP Dated 23.9.1992 had sanctioned the post of Commandant for the 4-Coy Cell. Pu L.H Shanliana became the first Commandant on 9.11.1992 and the 4-Coy Cell was officially named the 3rd Battalion Mizoram Armed Police on this date. With the approval of Police Headquarters, the office was shifted to Mualpui from PHQ, occupying the present Forensic Science Laboratory Building with effect from 10.11.1992.The present office became functional with effect from 5.11.1993. Now it is a full-fleged Battalion.

The various branches of this Unit are as follows :-

General Branch: This branch consists of Ministerial staff under Head Assistant (H.A). They mainly deal with financial matters. They prepare various types of Bills under different heads for presentation to Treasury.

Record Branch: This branch consists of executive staffs that are more educated than others. They deal with recording of all matters like Leave, Increments, Promotion, Seniority, Pay-Fixation, Rewards and Punishments in service sheet of Executive staff. They also deal with Posting and Transfer and Duty detailment within the Battalion. The head of this branch is called Reserve officer and he is usually an officer of the rank of Sub-Inspector.

Quarter Master Branch: This branch deals with arms and ammunitions, clothing and collection and issue of Ration, Staff Quarters, etc. The head of this branch is called the Quartermaster and he is usually an officer of the rank of Sub-Inspector.

Motor Transport Branch: The battalion has a fleet of vehicles of different types for transportation of its personnel. This branch looks after the maintenance of these vehicles. The head of this branch is called the Motor Transport Officer (MTO) and he is usually an officer of the rank of Sub-Inspector.

Administrative Branch: The Administration branch is responsible for command and control of force and it is usually headed by the seniormost Inspector as Adm Inspector. He is assisted by one Sub-Inspector called J.A (Junior Adjutant), Battalion Havilder Major (BHM), Company Havilder Majors (CHMs).

Work distribution is made among the Gazzetted Officers of the Battalion to supervise the working of the abovementioned various branches. However, the final authority of the Battalion is vested in the Commandant.

DEPLOYMENT:

The ertswhile 4-Coy Cell manned several BOPs in northern Mizoram many of which fell under the HPC demand during that time. Though the HPC volunteers laid down their arms in 1993, splinter groups of Hmar militants like HPC ‘D’ and SPLA posed fresh challenge for the Mizoram Police. Hence, the 3rd Bn personnel are kept ready to respond to call of duty at any time. The 3rd Bn personnel also performed their duty very well during the period of Bru insurgency in the Western Belt of Mizoram. At present the Battalion has no BOP outside Aizawl city. The Battalion personnel are utilised at Static Guards of residences of Ministers, Banks and Treasury at DC Office at Aizawl and Law & Order duty in various parts of Mizoram.

LAND AND ACCOMMODATION:

The present land of 3rd Bn MAP Hqrs at Mualpui was purchased from private. The Revenue Department vide its order No. T.15016/106/91-DTE(REV) dt 15.9.1995 accorded it a proper Pass No 169 of 1979. It occupies an area of 286377 Sq metres or 214.06 Bighas.

One of the problems faced by the staff of 3rd Bn MAP is shortage of accommodation. Only about 1/3rd of the staff can be given accommodation in residential quarters, barracks and kutcha huts at Bn Hqrs complex. The remaining staffs are staying in either rented houses in most cases or in their private homes in lesser cases. Due to shortage of residential quarters there is no choice but to give outliving permission. Because of this we suffer a problem of inability to get force with a short notice for emergency duty.

BATTALION REGIMENTAL INSTITUTIONS:

The 3rd Bn MAP has organised a few regimental institutions which are useful for staff welfare measures. The staff are allowed to borrow money maintained under different institutions without interest. The different heads under these institutions are Ration Fund, Unit Tea Canteen Fund, Relief Fund, Unit Family Welfare Fund, Civil Canteen Rebate Fund, Sports Fund, Unit Welfare Fund and Unit Dairy Fund.

Cattle Dairy Farm : The Milk from  the dairy is supplied to the Officers and men at a rate cheaper than the market.

Wet Tea Canteen: The Canteen provides tea and other eatables at a cheap rate the personnel, families and visitors.

Ration Store: The Ration Store procures rice and other essential items like sugar etc. which is resold to the families at a nominal profit.

Dry Canteen: Dry Canteen is manage by a Contractor. This canteen supplies different items at a reasonable rate to the personnel and the families.

Carpenter workshop: The Carpentry workshop has a sawing Machine and other equipments for making/repairing of requirements of the Units such as School Benches and Tables, door and window frames, etc.

Cobbler & Blacksmith: The Unit Cobblers take care of repair of the footwear of the personnel and their families free of cost. Similarly, the Unit Blacksmiths cater to the requirements of the Unit and personnel free of cost.

Training Center for tailoring has been recently started by the Mualpui Unit of Mizoram Police Wife’s Welfare Association where families of the personnel undergo training. The training centre is having 10 sewing Machines donated by the Headquarters of Mizoram Police Wife’s Welfare Association.

PARADE GROUND:

This Battalion has a full-fledged Parade Ground which can also be used as a playground. Whenever the ground is not used by this unit, the public and other organizations are given full access to use of the ground on payment of Rs 300/- per day. However, they have to ask for permission from the Commandant of the Battalion. Funds accrued from this is utilised for welfare purposes.

IMPROVEMENT OF INTERNAL ROADS AND MASONRY STEPS:

The Battalion Hqrs at Mualpui is well-connected with Aizawl city though it lies at the outskirts of the city. However, the internal roads are still not metalled. This causes a lot of inconvenience during rainy season. However, on a self-help basis laying of boulders for eventual blacktopping is taken up by Battalion personnel. Even blacktopping of some of the internal roads is done withtout any help from outside. Some staff of this unit is skilled masons. Their services are utilised in collection and dressing of stones from nearby quarry. The Cubical stones obtained in this way are utilised for construction of footway-steps and other purposes. This is also done on a self-help basis.

MEDICAL FACILITIES:

This Battalion has its own medical staff. A ten-bedded Hospital with Dispensary, Wards and Labour room was completed on 4.3.2002 at the cost of Rs 16.97 Lakhs. A Medical officer who is a qualified doctor, one (1) sister, three (3) staff nurses, two (2) health workers, three (3) pharmacists and one (1) laboratory technician are catering medical needs of the staff and their families. The medical staff are deputed from the Health Department of the State Government.

POLICE CENTRAL STORE BUILDING:

There is a Police Central Store building at this Battalion Hqrs Mualpui. This is used for storing Police clothing items and other articles procured by Police Hqrs for further distribution to Police personnel of different units.

BADMINTON HALL:

The Battalion has a good Badminton Hall equipped with proper lightning. This hall was constructed in 1999. Besides for playing this hall is often used for conducting other functions/Programmes.

WATER SUPPLY:

The Battalion has no adequate supply of water. The water supply scheme of the State government has not reached the Hqrs complex even after commisioning of the Aizawl Greater Water Supply Scheme Phase-II. The natural water points in and around the Hqrs are not sufficient to meet the need of the personnel and we have to rely on water supply by fetching water daily from Tuirial river during rainy season. Hence, water supply continues to be a problem.

PLANTATION:

This Battalion has been giving a lot of importance to planting of trees within the Hqrs complex. The Youth workers of the Congress Party led by Pu Lalthanhawla, Honourable Chief Minister of Mizoram, visited the Hqrs area on 16.6.1995 and they initiated plantation drive. After this, the Scout and Guide Cadres also came on a similar drive on 12.7.1995. The tempo is kept up and hunreds of trees have already been planted.

SCHOOLS:

The Primary School at Mualpui was opened on 24.1.1994 as per SDEO(A) West order No. A.19012/4/94/94-SDEO(E)/3558-78 dt 21.1.1994. The Anganwadi Centre had started functioning at Bn Hrqs with effect from 1.8.1994 as approved by CDPO memo No. A.12013/1/93-ICDS(TN)/43 dt 1.8.1994. These two elementary institutions are of immense value to the Battalion.

The 3rd Battalion MAP English Medium School started from the session of 2006. The admission and tuition fees are fixed so that the lower ranks may afford them. Free-Midday Meal Scheme is also introduced. Besides other normal teaching aids required for running the school, three (3) sets of computers have been purchased for the students. For running of the school monthly contribution is made by all ranks of the Battalion.

GAMES AND SPORTS AND ACHIEVEMENTS:

The 3rd Battalion's sportsmen have made notable achievements in various disciplines of games and sports. The sportsmen of this battalion are second to none in team events like Football, Hockey and Volleyball. In individual games like Boxing, Judo, Badminton and Taekwando are quite praiseworthy.
