1. BRIEF HISTORY OF THE UNIT

The 5th I.R. Battalion is the youngest among the eight (8) armed Battalions of Mizoram Police. It was raised on 31st March, 2008 vide the Government of India, Ministry of Home Affairs letter No.16011/6/2006-PF-IV(vii) Dt.31.3.2008. But actual posting of officers and men of different ranks started only in October, 2008. The newly recruited constables who were given appointment in October, 2008 were sent to different Training Centers like CTI Sesawng, 1st IR BnHqrs, Mualvum, 2ndBn MAP HqrsLunglei and 3rdBn MAP Hqrs, Mualpui as all the more-than-600 new recruits could not be trained at one location. They successfully completed Basic Training and they passed out on 12.10.2009.

 

2.    ORGANISATION SET UP

In the beginning the Commandant and office staff functioned from one room modestly housed at the top floor of S.P. Aizawl Office building. After the recruits passed out from Basic Training, the entire Battalion was temporarily accommodated at Falkawn on the outskirts of Aizawl city where they occupied several empty buildings of the newly-constructed complex of the State Referral Hospital. In September, 2011 the Battalion was shifted to its present location at Lungverh which was earlier the location of the Mizoram Police Training Centre since 1973. When the Police Training Centre was shifted to its new location at Thenzawl in May, 2011, the old PTC location at Lungverh was declared as permanent Headquarters of the 5th I.R. Bn. The Battalion Hqrs. at Lungverh is situated at a distance of about 16 Kms from city centre of Aizawl. Compared to recently raised other I.R. Battalions like 3rd IR Bn and 4th IR Bn, the 5th IR Bn is indeed fortunate to inherit a Police Complex which has already been endowed with some infrastructures though the standard and quality may not be of the desired level.

     Presently the Unit personnel are manning 6 (six) BOPs New Kawnpui BOP, Zozampui BOP, Tuipuibari BOP, Damparengpui BOP, Phuldungsei BOP and Chikha BOP where platoon strength force are each deployed. Besides this the Unit also deploys one section each at W.Phaileng P.S. and Marpara P.S. to assist the Police Station staff.  The 6 (six) BOPs are all located in Mamit District of Western Mizoram bordering Tripura and Bangladesh and so are the 2 (two) Police Stations.   
   This Western Belt of Mizoram due to its proximity to the porous international border has seen some undesirable incidents like kidnappings, killings, extortions etc. indulged in by Bru militants and NLFT militants in the past 16 years or so starting from the later part of 1997. Apart from Bru militants other North-east insurgents like NSCN(IM), PLA, NLFT etc have often criss-crossed the international and interstate border in this Western Belt of Mizoram. Because of this our deployment is very important. Our men did both intensive and extensive patrolling to thwart the nefarious designs of unlawful elements. They also conducted intelligence collection as best as they could in-spite of the meager resources available with them. 

    Apart from deployment in B.O.Ps, the 5th IR Bn personnel also assists the District Police whenever and wherever they are requisitioned in times of needs.

3.  FUNCTION OF THE UNIT

The 5th IR BnHqrs at Lungverh is also the State Disaster Management Training Centre and 1 (one) Company of  NDRF is stationed in the Battalion Hqrs. Expert and experienced trainers from the National Disaster Response Force, Kolkata and Guwahati regularly impart valuable disaster management training to personnel of armed battalions of  Mizoram Police and very recently some members of YMA as well. As on today over 600 Police personnel have undergone the training to constitute the State Disaster Response Force Team. The importance and usefulness of the training was practically seen by the people of Mizoram when Police personnel who had done disaster management training at Lungverh did rescue and search operations with high credit when a massive landslide struck Laipuitlang locality of Aizawl in the wee hours of 11th May, 2013. The SDRF personnel who were entirely Police personnel of armed battalions took up the responsibility of extricating dead bodies, rescuing of injured and trapped persons and salvaging of properties from under the debris.  Here the SDRF personnel of 5th IR Bn played a stellar role from the beginning to the end. The good performance of the SDRF greatly boosted the morale of the entire Police and it also hugely enhanced Police image in the public. In this calamity 17 (seventeen) lives were lost and buildings and other properties worth several lakhs of rupees got damaged.
INFRASTRUCTURE IMPROVEMENT REQUIREMENT:-The internal road within the BnHqrs complex is in a dilapidated condition. Though the State PWD was apprised of  the need to improve and repair the road, there is no fruitful result till date. The road within the complex was recently widened free of cost by the Power Grid Corporation of India. This was possible only because of good relations between the Officers of the Battalion and the Corporation. 

      There is no landline telephone connection linking the BnHqrs with outside. Because of this no fax message can be sent or received. This is very inappropriate for a complex which doubles as BnHqrs and State Disaster Management Training Centre. There is also no mobile phone tower inside the BnHqrs area due to which mobile connectivity is poor and not reliable. It will be good if service providers like BSNL, Airtel, Airceletc erect towers within the complex. When this is achieved it will greatly enhance the output and efficiency of the office works.

       After the Police Training Centre was established at Lungverh in the year 1973 Police Department has since lost a large chunk of land which hitherto belonged to Police Department. Erection of pillars and fencing along the boundary using angled-iron posts and goat-proof wiremesh proved ineffective in preserving land. Hence the need of the hour is the construction of robust and sturdy RCC fencing all along the boundary of the BnHqrs complex. 

COMMANDO :- 

As per the instruction of MHA vide No.16011/20/2005 – PF.IV (iv) Dt 15th May 2007 this unit maintained 1 (one) Company of Commandos since 2.7.2010. Due to unit transfer and health problems the strength is ever decreasing and the present strength of the commandos has now come down to 39 (thirty nine) only.
  The Commandos are put under continuous training to make them physically fit to enable them to endure any hardship and difficulties. Weapons training and tactical training and survival training are also carried on along with physical training.

 


4.  WELFARE MEASURES

1)    Anyone who have personal grievances can meet the Commandant during office hours to state their grievances.
2)    A sum of  Rs 1,00,000/- ( Rupees one lakh) is given to family of the deceased when a 5th IR Bn personnel  dies which is from a contribution by all personnel of the unit known as Relief Fund.
3)    Welfare as well as grievances for the unit personnel is discussed and  steps taken to solve the problems in unit Samellan and officers meeting which is held frequently.    

 

 

5.  ACHIEVEMENTS

    Though the 5th IR Battalion is the youngest among the armed battalions of Mizoram Police, most of our men were motivated by conducting Integrated Training with Assam Rifles w.e.f. 19.7.2010 to 30.8.2010 and its personnel had performed duties outside Mizoram on as many as 11 (eleven) occasions, viz :- 
(a)    We were deployed to perform security duty in Bodoland Territorial Council Election-2010 in Assam which was successfully performed in between 1.4.2010 – 24.4.2010
(b)    We were deployed during the Commonwealth Games, New Delhi in 2010 and General Assembly Election in Bihar 2010 w.e.f. 19.9.2010 – 27.11.2010.
(c)     We were deployed during General Assembly Election in Assam-2011 and West Bengal-2011 w.e.f. 14.3.2011 – 14.5.2011.
(d)    We were deployed during General Assembly Election in Manipur-2012 and Uttar Pradesh-2012 w.e.f. 12.1.2012 – 5.3.2012.
(e)    We were deployed during General Assembly Election in Gujarat-2012 w.e.f. 12.1.2012 – 5.3.2012.
(f)    We were also deployed during General Assembly Election in Tripura-2013 and Nagaland-2013 w.e.f. 2.2.2013 – 27.2.2013. 
(g)    We were also deployed during LokSabha Election in Nagaland an West Bengal 2014 w.e.f 3.3.2014 – 16.5.2014. 

(h)     35 SDRF personnel of 5th IR Bn successfully performed search and rescue operation at Laipuitlang landslide which occurred on 11.5.2013.

      In all these deployments the 5th IR Bn personnel performed duties assigned to them creditably with high sense of responsibility. As a result the personnel have gained rich experience as far as deployment outside the state is concerned and this will go a long way in their future service. No other armed Battalion of  Mizoram Police is richer than the 5th IR Bn in outside state deployment experience.

 

6.  MEDAL RECEIPIENTS
C/98 LALRAMTHARA  5th  IR BN :- 
1. Won Gold Medal in the senior above 18 years-55 kg men in the Asian Itosu-Ryu Karate Championship during 27th to 29th December 2008 held at YMCA CBD Belapur, Navi, Mumbai.
2. Won Bronze medal in men’s Kumite event in 21 years & above Black Belt in the National Karate Championship 2010 held at DC Public School, Khandala, Maharastra during 30th May to 3rd June 2010.
3.Won Gold medal in men’s Team Kumite event in 18 years & above Black Belt in the National  Karate Championship 2010 held at DC Public School, Khandala, Maharastra during 30th May 3rd June 2010.
4.Won Gold medal in men’s open Kumite event in above 18 years in the 2nd All India Late Rajiv Gandhi Memorial Karate Camp & Championship – 2010 held at Diwan Hall, GurudwaraShriNanakmatta Sahib, Udham Sing Nagar, Uttarakhand during 18th to 21st November 2010.
5.Won Gold medal in Black Belt Senior event kumite in above 18 years in the 2nd All India Late Rajiv Gandhi Memorial Karate Camp & Championship-
6.2010 held at Diwan Hall, GurudwaraShriNanakmatta Sahib, Udham Singh Nagar, Uttarkhand during 18th to 21st November 2010.
7.Won Gold medal in individual Kumite event in 21 years (65-70 Kgs) in the 17th National Karate Championship held at Baramati during 26th to 27th May 2012. 
8.Won Gold medal in the Black belt event(65.1 kgs to 70 kgs) in the 9th Eastern National Karate Championship, 2013 held at Gangtok, Sikkim during 29th March 2013 to 1st April 2013.
9.Won Bronze medal in the 12 WSKFI, National Karate Championship held at Khandala, Maharastra during 12th to 16th May, 2014 in Senior Mens Black belt 65 kgs to 70 kgs.

    2. Pu B Lalhmachhuana (L), MPS the then Asstt Commandant of 5th IR Bn attended training on Earthquake Risk mitigation & management in Government functionaries and NGOs held at Administrative Training Institute , Aizawlw.e.f 27.7.2009 to 31.7.2009.

This Unit is accommodated in a place where Police Training Centre was previously established. Police Training Centre was comparatively smaller in establishment and the available Govt. Quarters are insufficient to accommodate Battalion Hqrs. Construction of  staff  Quarters is taken up from time to time.
