LUNGLEI DEF

Introduction:

The introduction of Police system in Mizoram dates back to the second half of the 19th century following the advent of the British administration. In 1862, Pu Rothangpuia, Thangluah Chief, for fear of impending raid from the neighbouring tribes sought and managed to obtain protection from the Hills Superintendent of Chittagong and agreed to keep 40 men of Frontier Police offered by the Deputy Commissioner of Chittagong at Tlabung (Demagiri). This marked the beginning of Police posts in Mizoram as the post subsequently became an important base as well as rendezvous for necessary patrolling and other operations in the Demagiri ranges. The Government constructed the present Tlabung Police Station at the expense of a mere Rs 1760/- in 1899 and the building is still standing strong weathering rough weather and the challenges of time and it has now been declared as a heritage building and is under proper care.
Till the end of the second half of the 19th century, the Mizo Chief were the centre of authority in Mizoram and since the Mizo Chiefs frequently waded into Britsh territories, a punitive expedition, consisting of 57 officers and 1225 men were sent into the South Lushai Hills under the command of Colonel F.V.W.Treager. The Force constructed a large timber stockade with living accommodation for 3 officers and 250 men called “Frontier Police Central Post, Lungleh’ at Lunglei on March 1889 and the post was manned by a British Officer and 212 men of the Frontier Police. By means of this post it was hoped to dominate the Southern Lushai Hills. By 1890, the British supremacy was established in the Lushai Hills and political officers were posted both at Aizawl and Lunglei. On April 1, 1891, the South Lushai Hills became a district under the Bengal Province and was placed under C.S. Murray, Dy.SP as Superintendent of Lungleh. The Superintendent was made head of all departments, including Civil Administration in the District. In 1898, in order to solve the various administrative problems that it has created, the South Lushai Hills and the North Lushai Hills were amalgamated into one District with its Headquarter at Aizawl and was placed under Assam. The unit became to be known as Lushai Hills District under the charge of Superintendent. Accordingly, the Government set up a Civil Police Out Post at Lunglei under Sub-Inspector of Police in 1900. Now, the Out Post had been upgraded to the status of a full-fledged (sadar) Police Station, Lunglei. This effectively paved the way for the existence of the present District Executive Force, Lunglei. In 1950, Mr.N.K.Sinha Dy.SP was posted at Lunglei as the first SDPO,Lunglei.
 In 1972, Mizoram became a Union Territory and Mizoram was divided into three (3) Districts viz., Aizawl, Lunglei and Chhimtuipui District. The erstwhile Assam Police in Mizo District under Assam was converted into Mizoram Police. The first Inspector General of Police (I.G.P.) posted to Mizoram was I.J.Verma. Lunglei became a district headquarters and the post of Superintendent of Police was created, and Mr. A.N.Choudhury, IPS became the first Superintendent of Police, Lunglei on Dt.1st Sept.1972. Till date, Lunglei District Police has grown from strength to strength and have evolved to be a vibrant, dynamic and effective force with numerous achievements to its credit.

I- Lunglei District Police at a glance:

Lunglei district is geographically the biggest district among all the 8(eight) districts of Mizoram. It is located at 22.30-23.18N Latitude and 92.15E-93.10E Longitude and has an area of 4536 Sq.Km with a population of 1,61,428 according to 2011 Census (Male-82,891; Female-78,537). It has a 107 kms long International boundary with Bangladesh in the West and 31 kms with Myanmar in the East. It is home to 161 villages according to the latest Census and under Lunglei District Police administration, there are 3(three) SDPOs viz. 1)Lunglei SDPO 2)Tlabung SDPO and 3)Hnahthial SDPO and there are 6(six) Police Stations and two Out Posts viz. (1)Lunglei PS (2)Tlabung PS (3)Hnahthial PS (4)Lungsen PS (5)Bunghmun PS (6)Thingsai PS (7)Hrangchalkawn Out Post and (8)South Vanlaiphai Out Post.

III-SUB-DIVISIONS, SPECIALISED UNITS/CELLS, POLICE STATION AND OUTPOSTS UNDER LUNGLEI DISTRICT:
1) Sub-Divisions: Under Lunglei District Police Administration, there are 3(three) Police Sub-Divisions, each under the direct supervision of a Sub-Divisional Police Officer. The following are the list of Sub-Divisions and their respective jurisdiction:
      1. Lunglei Sub-Division        : Lunglei Police Station & Hrangchalkawn Outpost.
      2. Tlabung Sub-Division       : Tlabung Police Station, Lungsen Police Station & Bunghmun Police Station.
      3. Hnahthial Sub-Division     : Hnahthial Police Station, Thingsai Police Station and South Vanlaiphai OP

2) TRAFFIC  BRANCH,LUNGLEI:
It is an unsanctioned post manned from the existing strength of Lunglei DEF. With the tremendous increase in the flow of traffic in the city, the need was felt to have a body of men solely dedicated to look after traffic movement and it was in 1992 that a separate Traffic Branch was set up comprising of 5 policemen. Naik K.Thangzuala was the first Traffic in-charge. With the passage of time, the strength of Traffic Branch has undergone steady increase necessitated by the rapid growth of the city and its flow of traffic.

3) Bazar Beat Post Lunglei: is also an unsanctioned post manned from the existing strength of Lunglei Police Station and at present it is manned by: HC-1, Const-3.

4) Women Cell: With the increasing rate of abuse and crime faced by women a separate cell “Crime Against Women Cell” is established in 2000 and at present the following are the members:
            1. Inspr. Ramnunmawii
            2. SI. Lalhmingliani.

5) Anti-Human Trafficking Unit: It was established in 23.7.2010 with SDPO as its leader assisted by officers of various ranks and it continues to function effectively till date. These officers are responsible for monitoring incidents of Human Trafficking within Lunglei District.

6) Special Police Juvenile Unit: Actively function in Lunglei District

7) Police Station & Outpost:
    Lunglei  District has 6(six) Police Stations and 2(two) Outposts as below:
      1. LUNGLEI-PS :The Police Station was established in the year 1890 and is located at the very heart of Lunglei town at Venglai, Lunglei. The Police Station jurisdiction covers 65 (sixty five) villages and the Police Station building is RCC Constructed by PWD Mizoram in 1994. It occupies an area of 0.69 acres as per pass No. DPL-264 of 1982. The construction cost was Rs 23.43 lakhs.
      2. HRANGCHALKAWN-OP: The Out Post was established on 16th July, 1974 and is located at the very heart of Hrangchalkawn locality. It occupies an area of 0.16 bigha as per Pass No. DLP-51 f 2001.

      3. HNAHTHIAL- PS : The Police Station was established on 6th April, 1974 and is located at Electric veng, in Hnahthial Town. Police complex Area 8325.98sqm./89571Sgft./6.22 Bighas. Its jurisdiction covers 12 villages. The new Police Station building was constructed in August 2012 and completed in April 2013 and it was occupied on 24.7.2013. Since the SDPO Hnahthial does not have a separate office building SDPO office was also accommodated at the 1st Floor of the building. There are 19 nos. of residential quarters available at Hnahthial-PS complex in which almost all the quarters are very old except 4 quarters which are in good condition.

      4. THINGSAI -PS : The Police Station was established on 13th June, 2000 and is located at Saikuti veng,  Thingsai and the Police complex covers an area of about 14.13 bighas. The Police Station jurisdiction covers 9 villages and the police station building was constructed in 1999 and inaugurated in the year 2000. There are 10 nos. of Residential Quarters available at Thingsai and almost all the Quarters are old though maintained properly. Construction of new quarters is found badly needed.

      5. BUNGHMUN -PS: Bunghmun village is situated at the north-western edge of Lunglei District, around 128 Kms far from Lunglei and it borders Mamit District to the North and Bangladesh to the west. The Police Station was established on 4th April, 1974 and is located on hillock at the southern edge of Bunghmun village and it was established in the year 1974. The whole PS area encompasses an area of 8 acres as per Pass No DPL 141 of 1987 and under its jurisdiction falls 23 nos. of villages.

     6. LUNGSEN -PS: The Police Station was established in 1983 and is located at the outskirt of Lungsen village and the Police complex covers an area of about 16.14 bighas. The new Police Station building was constructed in June 2012 and after completion it was occupied on Dt. 4.11.2013.

     7. TLABUNG -PS: Tlabung PS was established in 1889 and is located at the South-Western edge of Lunglei District close to the Indo-Bangladesh Border. The whole PS area encompasses the area of 17626 Sq Meter as per Pass No DPL 156 of 1979. The PS is located on hill top approachable by an uphill road from the center of Tlabung town. Tlabung PS building is currently under construction. Just adjacent to it stands the old PS building which was constructed by the British in the year 1889. This building is considered to be the oldest Police Station Building in the state of Mizoram. This old building is currently occupied by MPRO branch and requires improvement.

     8. SOUTH VANLAIPHAI OUTPOST: It is an unsanctioned post manned from the existing strength of Lunglei DEF. The outpost was established on 24th April, 2002 and the outpost building was constructed in the year 2003 and there are 4 nos. of Residential Quarters.

V-ACHIEVEMENT OF LUNGLEI DEF FROM JAN 2015 – 15th July 2015

  1. SP Lunglei had successfully organized the following trainings at SP’s Conference Hall.
  1. Course on ‘Investigation’ held on 27.3.2015 – 30.3.2015, 31.3.2015
  2. Course on ‘Preparatory training to O/C of Police Station w.e.f 22.4.2015  to 24.4.2015.
  3. 2 days course on ‘Collection of Intelligent’ w.e.f 28.5.2015 to 29.5.2015.
  4. Course on training on ‘Scene of Crime’ (ASI – Inspr) w.e.f 16.6.2015 to 17.6.2015

      2). 2 (two) ASI successfully completed refresher course training at PTS Thenzawl.

      3). 4 (four) constable were promoted to Head Constable

Late night patrolling within Lunglei Town has been conducted every night under the command of Inspector and Sub- Inspector of Lunglei P.S. which has remarkably checked the crime rate with in Lunglei. While performing the said patrolling duties 11 localities within Lunglei Town were covered and thoroughly inspected, Bank guards of SBI Bazar Veng, Lunglei and security guard at different ATM booths within Lunglei Town were regularly checked.

      5). 2(two) ASI’s were promoted to SI.

      6). 3(three) Head Constables were promoted to ASI.

      7). Arrest of Illegal Drugs, Liquor etc:- LML 182.5 ltrs

8).  No of cases registered: 95 Nos. of cases were registered and out of these 63 nos. of cases had been disposed.

9.  Stolen items Seized/Recovered-Out of the Total Value Of reported Stolen Items  of Rs  9,11,000/- The value of the stolen items Seized/Recovered and Returned to the Rightful owner is Rs 2,42,775/-.

11.Traffic Branch Lunglei – Traffic Branch of Lunglei with its limited man power and resources has made commendable job :

     i) Total amount of compounding fines realized during reported period - Rs 4,58,250/-

At present there are 158 nos of residential quarters in Lunglei District and 307 Police personnel including Ministerial staff under Lunglei DEF. In total, there are 204 staff not having quarters, including a good number of staff who are posted from outside the District. Majority of available quarters are in need of repair, some are unfit for occupation and construction of new quarters is urgently required.

    The work was started in January, 2015 and the foundation was laid as per estimate. The columns, beams and slabs were also erected and completed as per estimate. Doors and window frames were erected using first class wood and aluminum respectively. The walling and its plastering is also completed.

    Roofing is also now completed with Dyna roof along with its wooden structures painting of ceiling is also completed as per estimate.

     At present, roughly 70% of the work is completed and the construction work of office building is halted due to non availability of materials.

Type-IV Quarters for SDPO, Hnahthial.

 

    The work was started in January, 2015 and the foundation was laid as per estimate. Columns, beams Slab and walling were completed as per estimate. The wooden door frame is also erected as per estimate. However, the roofing using Dyna roof is partially completed. The wooden structures and ceiling with A/C sheet are also completed. Floor tile fitting, painting of chaza, window fitting, internal painting and painting of ceiling are completed. Painting of internal wall and cleaning of floor tile not yet completed.

   At present roughly 85% of the work is completed and the construction work is being closely supervised by SDPO, Hnahthial.

Police Station building at Bunghmun

    The work was started in May, 2015 and the foundation was laid as per estimate. The ground floor is now completed and erection of second floor beams is also completed. However, the construction work is now halted due to heavy rainfall and is expected to resume shortly.

Police Station building at Tlabung

    Demolition of the existing old Police Station building is completed. Demolition process was delayed due to the shifting of the existing solar plates which requires technical experts. At present, 20 Nos. of columns have been put together but not yet erected. SDPO Tlabung is closely supervising the construction work.

Police Station building at Lunglei.

        Initially, the new Police Station building is to be constructed in place of the old Police building. Demolition of the old building has not yet started. However, due to the recent decision to construct the new Police building at the vacant land (Lawn Tennis Court) necessary drawing is being prepared by PWD.

      The Addl. DGP(M) and SDO PWD, Lunglei conducted spot inspection on 23.6.2015. The team has decided that the proposed construction of Lunglei Police Station  will be constructed at Tennis Court. SP Lunglei has conducted a spot verification with surveyor for re-arranging/revised drawing. However, the drawing pass of LSC of Tennis Court is found incorrect. SP Lunglei will sought rectification of the same from Directorate, Land & Revenue and Settlement, Aizawl, Mizoram.

GOOD STORIES IN RESPECT OF LUNGLEI DISTRICT POLICE AS ON SEPTEMBER 2016 :

INTERNAL SECURITY & LAW & ORDER:

Lunglei district has a 107 kms long international boundary with Bangladesh and 31 Ians with Myanmar. The overall internal security in the District remained under control. There is no incident of threat or attacks from outside during the last two years. This is due to effective policing in the district particularly at the border areas.

Law and order situation in Lunglei District is by and large peaceful which is due to effective policing in the urban as well as rural areas. With the objective of prevention of crime and maintenance of public peace and tranquility, Late Night Patrolling has been carried out regularly. The response time of Lunglei Police has considerably reduced and the police could reach the place of occurrence to a call or situation within 20 minutes in Lunglei town area.

CRIME SCENARIO:

WEBSITE: Lunglei District Police Website (www.splunglei.mizoram.gov.in) was successfully created and launched on 14th august 2015. It was launched with the objective of familiarizing and acquainting the public with policing work which will be useful and helpful for maintenance of peace and tranquility in the District. It contains various information relating to crime statistics, law & order situation, news items and information pertaining to the general public.

DEVELOPMENTAL WORKS:

During the period 2014-2016(up to 30.6.2016), a good number of development works have been carried out in Lunglei District. The construction of Office Building and Type-IV Residential Qtrs. of SDPO Hnahthial is now completed. The work on construction of Tlabung Police Station building Grade-Ill is now on the verge of completion and the construction of Bunghmun Police Station building Grade-II is currently underway.

Besides the above, various developmental works have been carried out by way of internal arrangements:

Black Topping of Approach Road of S.Vanlaiphai Out-Post.

Construction of temporary barrack at Tuichawngchhuah.

Construction of Retaining wall and lighting of the approach road of Tlabung PS.

CCTNS PROJECT:

CCTNS scheme has been conceptualized as a comprehensive and integrated system for enhancing the efficiency and effective policing at all levels especially at the Police Station levels through adoption of principles of e-governance. The project/scheme is earnestly taken up in the district and all the Police Stations under Lunglei district have been provided with the requisite Computers and accessories. Data digitization is in progress and the total numbers of data digitized in both online and offline mode as on 30.6.2016 was 24,2,77.

 

TRANINGS & AWARENESS PROGRAMMES:

This Unit conducts about 11 in-service trainings since 2014 on various topics like course on investigation, preparatory training for O/C of Police Station, collection of intelligence, scene of crime, police-public relationship, special law module gender sensitization: crime against women and children, Human Rights, Juvenile Justice Care and Protection Act, Human Trafficking, HIV(AIDS) problem/Awareness, course on law & order and crowd management, scientific investigation of criminal cases, etc. These trainings are attended by officers of various ranks from ASI to Inspector of Police. On an average, 12 officers attended each of the above trainings.

 

Besides the above, police officers of Lunglei district has conducted a series of the following awareness programmes /campaigns in the interest of the public:

Officers visit colleges, schools, localities in Lunglei and delivered lectures and hold discussions and meetings on social issues affecting society like drugs abuse, alcohol, crime against women and children, cyber-crime, traffic awareness, etc. on a regular basis. In fact, more than 17 such awareness campaigns / programmes have been undertaken by police officers of Lunglei district during the year 2016 alone.

Regular meetings are being held with Bank officials on financial and ATM frauds.

Meeting with mobile service providers for checking proliferation and selling preactivated sim cards.

Training of Village Defense Party (VDP) of Lunglei town was also conducted.

Career guidance cum awareness programme on entry into Indian Army/Para Military was also conducted on 10.10.2015 in which 243 students attended the training.

Being the month of the biggest Festival in Mizoram and with the objective of prevention of crime and maintenance of public peace and tranquility, detailment is made covering the whole Town during day and night. Late Night Patrolling has been carried out regularly. Traffic Police also performed duty till late night.

              During December 2016,17(seventeen) nos of cases were registered within Lunglei Dist. Out of which and 2 cases were Charge sheeted in               the same months.

On every holidays including Saturdays and Sundays and also during night time mobile checking of vehicles was conducted in Lunglei town and sometimes outside the town which had ensured the safety of pedestrians and also reduce road accidents. The traffic compounding fine realized upto December /2017 is ` 95,900/-

          The accused Rosangliana Sailo is sentenced to undergo Rigorous imprisonment for life with fine of `10,000/- and in default to further undergo simple imprisonment for 1 month.

 

5. LIQUOR RECOVERED:-3 Bottles 750 of whisky and 8 bottles 375ML of Magic

            Moment were recovered.

6. STOLEN PROIPERTY RECOVERED:-

          Stolen property recovered is ` 2,48,800/-
