CID Crime

I. BRIEF HISTORY

  • The Criminal Investigation Department (Crime) is a part of the State Police Organization, which exercises a general watch and control on the functions of the State Police relating to crime covering all the aspects of prevention, investigation and detection of crime. It is concerned with collection and record of information relating to crimes and criminals.
  • It was set up in the year 1975 along with the Anti-Corruption Branch. It became full-fledged and independently functional since 1977 under an officer of the rank of Superintendent of Police designated as Superintendent of Police, CID (Crime). At that time, it has been functioning under the control and supervision of the Inspector General of Police (Intelligence). Presently functioning under the control and supervision of Deputy Inspector General of Police (CID).
  • It has been established with the aims and objects to solve the problem of various crimes spreading over the State including smuggling of Heroin and dangerous drugs etc.

II.  ORGANIZATIONAL SET UP

  • CID Crime is headed by 1 (one) Superintendent of Police and is assisted by 1 (one) Addl.SP and 1 (one) Dy SP. CID (Crime) and various ranks under the supervision of DIG (CID).

III. FUNCTIONS: The principal functions, among various others, of the State Criminal Investigation Department are as follows:-

  • Providing information pertaining to crime and criminals to the State Government, Central Government, Director General of Police and other authorized bodies, as and when required.
  • Preparation and publication of Criminal Intelligence Gazette.
  • General watch and control over crime in the state as a whole, and assistance to the district police in prevention, investigation and detection of crime.
  • Study of trends of certain types of crime e.g. professional crime, organised crime, grave and serious crime etc. with a view to devise and recommend appropriate prevention measures.
  • Investigation of important, complicated and serious cases of crimes in which professional gang or criminals are involved and also of crimes having inter-district, Inter-State or international ramifications.
  • Management and Maintenance of State Crime Record Bureau.
  • Maintenance of handling and Photography Cell.
  • Liaison with other Departments and Organizations of the State, the Criminal Investigation Department concerned with matters relating to crime and criminals.
  • Timely preparation of periodical reports, returns and publications relating to the crime and criminals.
  • Such other functions as may be assigned to the Branch by Director General of Police of the State.

  IV. ESTABLISHMENTS UNDER CID (CRIME):

  • STATE CRIME RECORD BUREAU (SCRB): The main objective of the State Crime Record Bureau is management of crime records and acts as storing house of state crime records on stolen/recovered vehicles, missing person, motor vehicle accident report, crime statistics, management of computerization of crime records, etc. State Crime Records Bureau (SCRB) was created in the year 1992 at Police Headquarter with only two staff. 
    • MOTOR VEHICLE CO-ORDINATION SYSTEM (MVCS): An online motor vehicle co-ordination system (MVCS), “Vahan Samanvay” is designed for co-ordination of stolen and recovered motor vehicles. It involves collection of data on stolen and recovered motor vehicles and uploading of such data in national database at NCRB. All the Stolen/Recovered Motor Vehicles Data of the entire country uploaded to NCRB, New Delhi could be retrieved as well which can be checked/ compared on any question of stolen motor vehicle. Accordingly, Vehicle enquiry report is then issued. This enables prevention and detection of crime concerning with Stolen/Recovered motor vehicles throughout the country and it protects the innocent buyers from being duped into buying stolen vehicles, harassment by Law Enforcement Agencies when Vehicle purchased in good faith is later detected to be stolen.
    • CRIME IN INDIA (CII) and ACCIDENTAL DEATHS & SUICIDES IN INDIA (ADSI): SCRB compiled crime statistics and data on accidental death and suicides within the state and submitted to NCRB, MHA, New Delhi for publication in ‘Crime in India’ and ‘Accidental Death and Suicides in India’.
    • MOTOR VEHICLE ACCIDENT REPORT : SCRB collected and compiles data of motor vehicle accident report from all Districts. With a view to achieve Implementation on direction of Supreme Court Committee on Road Safety, Quarterly Report on Motor Vehicle Accident Report is submitted to Transport Department, Government of Mizoram. Annual Report on Motor Vehicle Accident is also submitted to Ministry of Road, Transport and Highways in a prescribed format for publication in ‘Road Accidents in India’. In addition to the above, Motor Vehicle Accident Report is also furnished to Economics and Statistics Department, Government of Mizoram for publication in ‘Statistical Handbook’.
    • TALASH INFORMATION SYSTEM: Talash Information System is an integrated system for linking arrested, wanted, missing, traced, kidnapped, deserters, escapee and unidentified dead bodies person based on attribute data available from various police agencies in the country. SCRB compiles data of such information from all Districts and subsequently submitted monthly return and annual report to NCRB for publishing in ‘Talash System’.
  • CRIME AND CRIMINAL TRACKING NETWORK AND SYSTEMS (CCTNS): Crime and Criminal Tracking Network and System (CCTNS) is a Mission Mode Project conceptualized and sponsored by the Ministry of Home Affairs (MHA) towards enhancing outcomes in Crime Investigation and Criminals Tracking; and in enhancing the efficiency and effectiveness of Police Departments in all States. It is proposed to achieve this through the adoption of the principles of e-Governance and creating a nationwide, networked infrastructure for supporting an ICT (Information and Communication Technologies) enabled state-of-the-art policing system. National Crime Records Bureau (NCRB) is the central nodal agency that would manage CCTNS, which would be implemented nation-wide. Law and Order being a State subject, States Governments and States Police Departments would play a leading role in implementing CCTNS. The Crime branch is the State nodal agency and has taken up necessary steps for its successful implementation.
  • SPECIAL NARCOTIC POLICE STATION: Mizoram has a 727 kms long international boundary with two countries (404 kms with Myanmar, 318 kms with Bangladesh) and 284 kms of inter-state boundaries with three other states – Assam, Tripura and Manipur. Mizoram lies at the periphery of the Golden Triangle; Mizoram has always been a socio-cultural corridor because, historically as well as now, populations ethnically related to the residents of the state reside in the neighboring regions both foreign and within India. This creates favorable conditions for economic and financial interactions both licit and illicit and makes it both a destination as well as transit point for various goods including illicit narcotic drugs and psychotropic substances. Among the narcotic drugs known in Mizoram are substances such as Heroin, Opium, Ganja etc., while psychotropic substances include Amphetamine-Type Stimulants (ATS). Besides these, there are various synthetic drugs that are being abused and which causes socio-cultural problems among the youth.    Hence due to its vicinity to ‘Golden Triangle’ area, one of the world’s major opium producing regions, the drug trafficking situation in Mizoram has remained a matter of grave concern. The illegal cultivation of Opium/Cannabis has also added a further dimension to the Narcotics problems of the region. These illegal cultivation of illicit drugs has happen mainly in the eastern part of Mizoram along the Mizoram-Myanmar border. Most of the illicit drugs like Brown sugar, Opium, Heroine, Ganja etc. are coming mainly from Myanmar to India via Champhai (Mizoram) route. As a result of this, drug trafficker and drug peddlers spread across Mizoram and hence drug abuse is very common among the youths Mizoram. To counter these drug traffickers, smugglers etc. Government of Mizoram had established a Special Narcotic Police Station which has succeeded in detecting Drug traffickers to a large extent.
  • STATISTIC BRANCH: Its main function is to gather information and secures intelligence on all matters which fall within its purview. The Branch deals with compilation and maintenance of the following records:
    • First Information Reports from District Police.
    • Daily Crime Reports from District Police
    • Publication of Criminal Intelligence Gazette
    • Fake Indian Currency Notes seizures
    • Drugs seizures
    • Arms and Ammunition seizures.
    • State Crime Statistics.
    • Wildlife Crime statistics
  • ECONOMIC OFFENCES WING (EOW) : The E.O.W. handles cases pertaining to investigation of crimes under Protection of Interest of Depositors Act, Prize Chit and Money circulation (Banning) Act and also economic crimes  including Fake Indian Currency Notes(FICN) RACKETS eyc. It conducts enquiries on suspicious transactions provided by Financial Intelligence Unit, Verification and monitoring of operations of Non-Banking Financial Companies (NBFCs) and Unincorporated bodies(UIBs). 46(forty six) NBFCs and UIBs have been identified and verified in the State so far and action taken reports had been submitted to the Government. Enquires on online financial frauds and Bank Frauds are also conducted by EOW. EOW also conducted enquiry of various suspicious and sensitive cases received from Govt. of India (i.e., Ministry of Finance), Central Bureau Investigation(CBI), Central Economic Intelligent Bureau(CEIB), Ministry of Overseas Indian Affairs etc. and furnished report to the concerned authority.
  • ANTI-HUMAN TRAFFICKING UNIT (AHTU): The Government of India, Ministry of Home Affairs proposed to establish Anti-Human Trafficking Units in 50% of the districts in the country. As instructed by the Government of India, 2 (two) Anti-Human Trafficking Units (AHTU) have been established in Mizoram at Aizawl District and Lunglei District. The Superintendent of Police CID (Crime) was appointed as state Anti-Human Trafficking Nodal Officer by Police Headquarters, Mizoram vide order No.CB/PHQ/C/307/2010/75 Dt. 02/11/2010; the email ID of the Nodal Officer is ahtumizoram@gmail.com.
  • CYBER CRIME PSCyber Crime PS has been set-up under SP CID Crime to deal with any crime that involves Computer and other electronic gadgets. A state of the art cyber forensic laboratory has been established in the Unit to deal with these challenges. After its inception, the cell has cracked high profile crimes involving fraud, cyber defamation, identity theft, etc.
